Translation of taped conversation that took place in <DELETED> on <DELETED>.
While the transcript has been altered to remove incriminating names, we believe the
conversations took place as stated.
<SUBJECT 95>: The planned incident
was almost a disaster!
<SUBJECT 23>: In what way? I think it went rather well.
95: But the helicopter almost crashed! I don't know how that pilot didn't kill himself,
and us as well!
23: He was only trying to impress us. Besides, just because you can't keep your dinner
down is no reason to think it was a disaster. The whole thing went exactly as planned.
95: But THEY're asking for military intervention! Wars have started over less than this!
23: That's as planned too- we can then accuse them of more heavy-handedness, like we have
over this incident.
95: Heavy-handed? One of THEIR boats against a small fleet of fishing boats, two of our
boats and our helicopter with a kamikaze pilot? How on earth do you make sense out of
that?
23: THEY were being heavy-handed in their treatment of our fishermen.
95: THEY asked them to pull up their nets and move on- what's heavy-handed about that?
23: Nothing- but we'll call it that anyway. Our position is that they have no territorrial
waters, and we reinforced that today. In any case, we have accomplished what we set out to
do.
95: Which was?
23: Put a stop to our people and THEIR people working together in that area- now they
won't trust each other.
95: But THEY helped our people twice in the last week, once with drugs, once with a load
of illegal immigrants. Won't the problem with drugs being smuggled to us increase?
23: Of course, but we'll blame that on non-cooperation from THEM. Besides, we wouldn't
have stayed secret this long by being publically funded...
